Cars in Israel are expensive, mainly because of tax. New immigrants get a meaningful break on one car, bought in Israel or imported. But the benefit comes with conditions that are easy to trip over.

What the oleh benefit is

Each oleh can buy or import one vehicle (a car or a motorcycle) at a reduced car-tax rate, within three years of Aliyah. According to Nefesh B'Nefesh, olim pay 50% car tax, compared with 83% for a veteran Israeli, plus 18% VAT on the car's value and the tax combined.

A worked example. On a car valued at $5,000, car tax is $2,500 and VAT is $1,350 (18% of $7,500). Total tax: $3,850, about 75% of the car's value. That's with the benefit.

Fully electric vehicles are taxed separately. As of January 2026 the EV rate is 48%, lower than the oleh rate, and buying an EV does not use up your oleh benefit.

Who qualifies

Olim Hadashim, Ezrachim Olim, Ktinim Chozrim and some former A-1 visa holders. You need a valid foreign driving licence that was valid for at least three months before Aliyah, and an Israeli licence. In your first year you can buy without the Israeli licence if you commit to converting it within that year; if you don't, you repay the tax break.

The catches

Import it, or buy here?

Importing yourself costs shipping, insurance, customs agent fees and tax, plus time with several government offices. Using an importer saves the hassle but costs more. Buying in Israel with the oleh benefit avoids shipping and standards checks altogether. The right answer depends on your car, its age and value, and how soon you need it.

Don't pack the car. If your car travels in a container, don't fill it with belongings. It complicates clearance.
